Job Summary:   This position performs technical duties in support of the development and maintenance of the department’s GIS database.

Major Duties:     Develops, prepares, analyzes, updates, and maintains data and records associated with the department’s geographic information system (GIS).  Collects field data for field components, including pipes, valves, meters, services, etc.  Uses field data to develop new gas system and other maps.  Enters, retrieves, or modifies data in computer database; verifies the accuracy of entered data; makes corrections as appropriate.   Scans department documentation forms into a document storage and retrieval system.  Makes recommendations to modify existing procedures to improve efficiency and effectiveness.  Maintains and retrieves forms related to inspections, reports, and other work processes.   Assists and provides technical information to assist gas, electric, and water services utilities.  Prepares drawings, print outs, and reports for the annual leak survey, critical valve survey, etc.  Accompanies independent contractors during field portion of leak survey.  Inspects critical valves in the field, completes critical valve cards for annual inspection; enters critical valve information into database.  Operates and maintains a variety of equipment and tools.   Provides input and recommendations regarding the purchase of computer hardware, software, and mapping equipment.   Performs leak investigations.  Assists customers with purchase form and payments for water heaters.  Performs related duties.

Minimum Qualifications:   18 year or older.  High School Diploma, GED and/or equivalent work experience.   Valid Alabama Driver’s license.  Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.   Master Gas Fitter Certification preferred.  Valid Gas Systems Operations Qualifications.

Knowledge Required By The Position:    Knowledge of the city’s natural gas distribution system infrastructure.  Knowledge of GIS management principles.  Knowledge of mapping principles and practices.  Knowledge of computer and job-related software programs.   Skill in computer networking and data conversion.  Skill in problem solving.  Skill in prioritizing and planning.  Skill in interpersonal relations.  Skill in oral and written communication

Physical Demands/ Work Environment:   The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee distinguishes between shades of color and utilizes the sense of smell.  The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee is exposed to noise, dust, dirt, grease, and machinery with moving parts.  Physical strength, ability, and mobility to perform all essential job functions with or without accommodation.  Must be willing to work overtime, non-standard work hours, holidays, shifts, and weekends as necessary.  Must be willing to be on-call.
