LAND DEVELOPMENT INSPECTOR

PUBLIC WORKS DEPARTMENT

Classification: Non-exempt         Grade:  19

Base Hourly:  $27.26/hr.--$41.48/hr.       Base Annual: $56,706.63--$86,285.84

Job Summary:  This position is responsible for conducting regulatory compliance inspections of development sites and construction projects to ensure compliance with city codes and regulations.

Major Duties:   Performs field inspections to ensure project compliance with approved plans, including grading, preservation, storm water management, and landscaping and erosion control inspections.  Performs field inspections to assist in the protection and preservation of creeks, streams, protected wetlands, and other environmental resources.  Reviews development orders with public works engineering and planning and development staff; makes recommendations as appropriate.  Recommends approval of certificates of completion in coordination with relevant staff and assigned consultants.  Coordinates with the City Engineer to ensure development projects do not damage or interfere with access and traffic.  Addresses complaints from citizens and other concerned parties on issues pertaining to zoning and subdivision regulations.  Investigates violations and potential violations of the development codes as related to development and platting issues. Works in concert with code enforcement and building inspection staff on cases involving non-permitted or unapproved development.  Represents the department at pre-construction meetings and other meetings as needed.  Evaluates complaints and conducts inspections to support investigations and develop resolutions.  Performs other duties as assigned.

Minimum Qualifications:   18 year or older.  High School Diploma, GED and/or equivalent work experience.   Valid Alabama Driver’s license.   Baccalaureate degree in a course of study related to the occupational field.   Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years. Possession of or ability to readily obtain the appropriate state certification for the type of inspection(s) conducted.

Knowledge Required By The Position:   Knowledge of field inspection principles and practices, including the inspection of grading and storm water and drainage construction.  Knowledge of construction principles and practices, including site work, paving, and drainage construction.  Knowledge of federal, state, and county policies, regulations, and laws concerned with environmental quality and protection.  Knowledge of wetland delineation and erosion control principles.   Knowledge of the streets and geography of the city.  Skill in reading and interpreting civil, drainage, and landscaping plans.  Skill in oral and written communication.  Skill in the maintenance of accurate records.   Skill in interpersonal communication.   Skill in developing and maintaining effective working relationships.

Complexity/Scope Of Work:    The work consists of varied land development inspection and enforcement duties. Strict regulations, combined with the unique nature of each project in question, contribute to the complexity of the work.  The purpose of this position is to perform land development inspections. Successful performance ensures compliance with all relevant codes and regulations.

Physical Demands/ Work Environment:   The work is typically performed while standing, walking, bending, crouching, or stooping. The employee occasionally lifts light objects and climbs ladders.   The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee is exposed to noise, dust, dirt, and grease. Work requires the use of protective devices such as masks, goggles, gloves, etc.  Physical strength, ability, and mobility to perform all essential job functions with or without accommodation.   Must be willing to work overtime, non-standard work hours, holidays, shifts, and weekends as necessary.  Must be willing to be on-call.
