JOB SUMMARY
 
This position provides project management support for the Industrial Development Board and manages the financial tractions of the Board and the Department.
 
MAJOR DUTIES
 
·         Monitors on-going construction projects. (25%)
o    Attends owners, architects, and contractor meetings; monitors construction progress and quality.
o    Assists in developing and monitoring project scope, schedules, and budgets.
o    Assists in the coordination of City departments and public agencies.
o    Reviews contractor pay applications and invoice summaries for accuracy and appropriateness.
o    Enters construction-related invoices into the IDB financial database.
o    Submits construction draw requests.
o    Generates and mails construction reimbursement invoices.
o    Completes paperwork to secure and maintain tax-exempt project status.
 
·         Provides support to the Department, the IDB, and the Commercial Development Authority related to the securing of industrial and commercial prospects. (20%)
o    Assists in the preparation of scopes of work and other information required for Requests for Qualifications (RFQ) and Requests for Information (RFI).
o    Researches and compiles information used in marketing materials.
o    Assists with the coordination and direction of on-site reviews and prospect visits.
o    Conducts research, gathers information, and prepares reports.
o    Maintains a current knowledge of trends, policies, objectives, and strategies for economic and community development programs.
 
·         Maintains project checklists. (15%)
o    Coordinates with members of the department to determine status of project tasks, approvals, etc.
o    Submits project related agenda items to City Council for approval.
o    Tracks tax abatements for expiration and amendments.
o    Maintains property and liability insurance database for IDB buildings to ensure current certifications.
 
·         Prepares audit materials for the City and Industrial Development Board. (10%)
o    Completes year-end reconciliations.
o    Edits and publishes year-end financial reports for the IDB.
 
·         Maintains bank and bond accounts. (10%)
o    Prepares monthly bank reconciliations.
o    Prepares journal entries to record monthly bond and bank activity.
o    Reconciles bond accounts to general ledger.
o    Records journal entries for new mortgages and mortgage pay-offs.
o    Records mortgage payments.
o    Submits late notices.
 
·         Performs trend analysis and prepares reports for the City's sales tax revenue, occupational license fees, building permits, business licenses and key economic indicators for the Office of the City Manager, Economic Development Department and Finance Department. (10%)
o    Researches and compiles City revenue data on a quarterly basis.
o    Maintains a database of businesses and updates it quarterly.
o    Analyzes compiled information and creates a report.
 
·         Performs related duties. (10%)
o    Demonstrates punctual, regular, and reliable attendance.
o    Attends meetings, workshops, and training sessions.
o    Provides innovative solutions to enhance current processes and procedures and/or resolve workplace issues.
o    Performs other duties as assigned.
 
KNOWLEDGE, SKILLS AND ABILITIES
 
·         Knowledge of generally accepted accounting principles.
·         Knowledge of Department of Housing and Urban Development regulations related to Community Block Grants.
·         Knowledge of the Integrated Disbursement and Information System.
·         Knowledge of job-related software programs.
·         Knowledge of the activities of the Industrial Development Board.
·         Skill in performing basic mathematical calculations such as addition, subtraction, multiplication, division, and percentages.
·         Skill in creating accurate records and reports.
·         Skill in oral and written communication.
·         Skill in dealing with the public.
·         Ability to work cooperatively with others.
 
SUPERVISORY CONTROLS
 
The Economic Development Financial Manager assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
 
GUIDELINES
 
Guidelines include generally accepted accounting principles, HUD regulations, state and federal reporting requirements, City ordinances, City and department policies and procedures, and City of Auburn Core Values, Vision, and Mission statements. These guidelines require judgment, selection and interpretation in application.
 
COMPLEXITY/SCOPE OF WORK
 
·         The work consists of varied financial management duties. Strict regulations and the need for accuracy contribute to the complexity of this position.
·         The purpose of this position is to provide financial management support for the Department and the Industrial Development Board. Success in this position results in the preparation of timely, accurate, and complete financial reports.

·         Contacts are typically with co-workers, auditors, representatives of the federal Department of Housing and Urban Development, vendors, tenants, representatives of various industries, and members of the general public.
·         Contacts are typically to give or exchange information, resolve problems, provide services, motivate persons, and justify and negotiate matters.
 
 
PHYSICAL DEMANDS/ WORK ENVIRONMENT
 
·         The work is typically performed while sitting at a desk or table or while intermittently sitting, standing or stooping. The employee occasionally lifts light objects weighing less than 24 pounds.
·         The work is typically performed in an office.
 
SUPERVISION EXERCISED
 
None.
 
MINIMUM QUALIFICATIONS
 
·         Graduation from an accredited college or university with a Bachelor's Degree in a related field; and
·         1 to 2 years of related experience; or
·         Any equivalent combination of education, experience, and training which provides the knowledge, skills, and abilities necessary to perform the work.
