JOB SUMMARY

This position performs customer service duties in the collection and receipting of taxes, licenses and other City revenues and enters related information into the taxpayer database.  This position also prepares billings for various City receivables and performs other duties related to revenue collection.
 
MAJOR DUTIES

.      Processes tax payments. (25%)
-  Enters data for sales, rental, leasing, lodging and alcohol taxes.
-  Enters data for occupational license fees and contractors' quarterly reports.
-  Receipts payments and issues invoices and credits when appropriate.
-  Verifies customer information and reverses erroneous transactions.
-  Identifies problems related to tax accounts and payments and works to resolve related issues; refers problems to other personnel as appropriate.
-  Analyzes and converts state tax file into a usable format for import into database.
-  Researches and corrects outliers; balances file.
-  Analyzes tax payment report from county tax office and allocates to appropriate accounts.
 
·         Processes business license applications and renewals. (25%)
Ensures forms are completed, enters data and sets up appropriate tax and license fees.
-  Verifies compliance with all license requirements.
-  Verifies codes and planning department approvals.
-  Receipts payments and issues licenses.
-  Identifies problems related to license accounts and payments and works to resolve related issues; refers problems to other personnel as appropriate.
-  Prepares identification cards for appropriate licenses.
-  Maintains records for all license applications.
 
·         Provides taxpayer assistance. (25%)
-  Answers inquiries by phone, email and in person.
-  Assists customers with calculations and in completing forms.
-  Works with customers to resolve delinquent or outstanding items.
-  Compiles data for open records requests.
-  Patrols downtown area on game day and communicates with business about city licensing requirements.
 
·         Performs administrative duties. (15%)
-  Bills City's receivables using financial management software.
-  Allocates miscellaneous revenue to the General Ledger.
-  Processes refund requests.
-  Maintains and processes waiting lists for parking garage space rental.
-  Resolves returned checks.
-  Balances cash drawers and petty cash.
-  Maintains lease agreements for the parking deck.
-  Maintains and issues parking deck access cards.
 
·         Performs related duties. (10%)
-  Demonstrates punctual, regular, and reliable attendance.
-  Attends meetings, workshops, and training sessions.
-  Provides innovative solutions to enhance current processes and procedures and/or resolve workplace issues.
-  Performs other duties as assigned.
 
KNOWLEDGE, SKILLS AND ABILITIES
 
·  Knowledge of generally accepted accounting principles.
·  Knowledge of the City's financial management system, including financial management software.
·  Knowledge of relevant federal and state laws and City ordinances.
·  Skill in the use of job-related software programs.
·  Skill in the interpretation of City ordinances and the federal NAICS classification system.
·  Skill in performing basic mathematical calculations.
·  Skill in oral and written communication.
·  Skill in explaining City revenue provisions to taxpayers.
·  Ability to work cooperatively with others.
·  Ability to maintain and protect confidential information.
 
SUPERVISORY CONTROLS

The Revenue Manager assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
 
GUIDELINES
 
Guidelines include City ordinances, state laws and regulations, departmental policies and procedures, and City of Auburn Core Values, Vision, and Mission statements. These guidelines are generally clear and specific, but may require some interpretation in application.
 
COMPLEXITY/SCOPE OF WORK
 
·  The work consists of related taxpayer service duties. The broad range of revenue sources, the intricacy of license fee and tax law provisions, and frequent interruptions contribute to the complexity of this position.
·  The purpose of this position is to provide taxpayer services in support of the collection and receipt of City revenues. Success in this position contributes to the efficient collection of revenue.

·  Contacts are typically with co-workers, taxpayers and their representatives, revenue agents from the State and from other municipal governments, and members of the general public.
·  Contacts are typically to give or exchange information, resolve problems, and provide services.
 
PHYSICAL DEMANDS/ WORK ENVIRONMENT
 

·  The work is typically performed while sitting at a desk or table. The employee frequently lifts light objects weighing less than 24 pounds.
·  The work is typically performed in an office.

None.
 
MINIMUM QUALIFICATIONS

·  Ability to read, write, and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent such as addition, subtraction, multiplication, division, and percentages; and
·  Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years; or
·  Any equivalent combination of education, experience, and training which provides the knowledge, skills, and abilities necessary to perform the work.
